seems like the only electrical issue i can find in my 71 is the wipers don't work. I saw the fuse box had a short and melted a small section of plastic. Knowing this I found and replaced it with a good panel. After the tedious task of switching all the wires and such, still NO WIPERS. What should I do next? _________________ Now I'm gonna go up to the mountain....

Test for power at terminal #15 on the wiper switch when the key is on. _________________ Rust NEVER sleeps and stock never goes out of style.

can get a multi meter on it tomorrow. However having never tested components in a vehicle, what setting on the multi meter should i be on. Voltage or amperage. As well what range if using amperage
Can someone tell me where the two leads need to be in contact to. _________________ Now I'm gonna go up to the mountain....

For a job like this a simple test light will work as well. For the meter set it to DCV and the 0-20 range, also make sure the leads are inserted into the holes marked V. The black lead goes to a clean body ground (dash bolt head?) and the red lead goes on the terminal with #15 cast into the black plastic it sticks out of, it should have a black wire from the fuse box attached to it (but never assume your PO got it right). Either way the black wire leading to the switch has to have power when the key is on, if it does and things still don't work confirm the wires are all on thier correct terminals (the diagram below shows what color goes where, double click to make it big) on the switch and motor, also confirm the brown ground wires are tightly connected to thier clean body ground tabs.
If all that checks out remove the motor and confirm the pivots the wipers attach to aren't siezed (while it's apart dismantle clean and lube them anyways, after 45 years it's time).
