Weird hitch came with my vanagon --- how to make it compatible?

I bought a vanagon that came with a hitch installed.

I'm about to weld a receiver tube to this unless someone has a suggestion on how to get this working so I can slap my bike rack on this baby...

That is a fairly common vanagon hitch. If you do want to weld a box on be wary of deflection since the box tubing to the bumper mounts is pretty small.
