This might be a Brazilian bus high taillights big back window. not sure if those are press bumpers? I'm thinking more euro?
But should be cheap because no engine.

There are 2 sizes, that one looks like the smaller one - About 3.5" in length.

Value: Around $15.
I have a few I bought this year for around that price level.

I had some time this AM, so I grabbed the Tomte single cab off the shelf, wiped the dust off, and took a few photos for reference. I realized after I took the photos that my length reference shot was off. It measures just under 7" long. I think I may have the small one somewhere, too.

I may have paid a little more than $30 for it, but not much. I bought it at a Seattle Vintage meet. I have had it for a long time.

I think I have an earlier version. Press bumper, small rear window , dual treasure chest , no turn indicators and tubbed rear wells. Probably the most produced example.

It's not an earlier version, it's a smaller version. The small one is about 1/43 scale, and the larger one is 1/25.

They are soft vinyl plastic, and were made by Tomte of Norway. My Norwegian buddy pronounces it TOME-TUH. The small ones are fairly common, and the larger ones do show up, but are not quite as plentiful. The tow truck version is harder to find and more sought after.

While my pink one is slightly faded, it's still pink on the bottom. There was also a rare rubber pickup that was longer and narrower, listed as the V1 on the website posted above, and also a rare large version with a driver, about 1/18 scale. That one is in the big collector leagues as far as bus toys are concerned.
