Is the maximum spare tire size on 14" Carat wheels the factory 185R14 tire?
My spare was over 20 years old and not holding air, probably the original from the factory. Updated the van with 195R14 and the tire does not seem to fit in there.
Do I need to find a 185R14 if I want to keep my spare in the clamshell?

your 195 tire will fit with modifications to the clamshell system you have
There are two different clamshells, you have the shallow one on the right:

Starting with what you have, you could try this:
remove the top bars that go above the spare tire. the bars also act as the hinge for your clamshell,
use some bolts for the hinges. test fit your 195 tire to see if the clam will close, without the tire touching the steering shaft, nor compressing the coolant pipes.
