One of my backup engines has an air bypass valve on the choke, looks like a safety to allow air in at revs if the driver forgets to open the choke..any comment on this option?

I thought all 28 PCI's have that.....a round spring loaded poppet valve which meters just enough air to facilitate starting the car.

as far as I know that is correct not an option unless you have something else that yoou provide a pic for...

Yeah that's standard. I have it too on my PCI carb.
It also listed in the partslist (part 11)

I have one with and two without. Looks like my two without have a different choke plate. Hmmmm.
