How do I get the gas cap off?

I have a 74 thing that has not been run in 20+ years with a locking gas cap. We have the key, how do you get the cap off?

Turn the cap CCW. If it spins freely, it is locked.
Plug in the key and turn it 90º to unlock the cap. Turn cap CCW.

Cap turns free, I put the key in & turn it, now the cap will not turn at all. Plus the key will not come out.

I tried it again, where it wouldn't turn I pushed it in & it went ccw & opened!
