A few questions...
What do you mean by "starter base?" Can you post a photo?
Engine and gear oil smell VERY different. You should be able to tell which.
Who rebuilt the engine and tranny?

Looking under the car oil is coming out of the seam between the starter and the bell housing.

This doesn't make sense. The only things that can put oil up there would be your trans shaft seal or your flywheel seal, either of which would be dripping at the bottom of the engine/tranny mating face, not way up by the starter.

Again, a photo would help.

You have to answer this statement before we can help ya further. Gear lube has a very distinct smell. Kinda sulphury. I know this because I have been fucking with a stuck wheel bearing for two days now and every time I move the swing axle housing it spills out on my driveway and hands Twisted Evil

A leak at the starter motor is unusual. There is a weep hole at the bottom of the bell housing between the engine and the trans. If you don't have a drip there the weep hole may be clogged. Take a look.

Just a heads-up on the bad news... regardless of which seal is leaking, you will have to pull the engine and clean (if not replace) your clutch parts.

But first let's figure out which it is and why it is happening.

pull the dipstick and smell the oil on it, then compare that smell to the leaky oil. gear lube has a sulfur smell, engine oil does not. also gear lube is much thicker than engine oil assuming you dont have synthetic oil in the tranny.

also there is a breater hole on top of tranny, an overfill of tranny lube may cause that breather to spit oil out on top of the tranny. so please remove the filler plg on tranny and check the lube level. also if that breather hole gets clogged, the tranny maybe pressurized and leak oil, but more often that kind of leak would be found at the input shaft or wheel bearings, boots, not from near the starter

also make sure you dont have a gasoline leak an improperly routed fule hose that leaks can get the tranny wet on top, a proper routing would preclude this, andmof course gasoline as a very different smell

good luck and dont forget the often neglected breather hole, stick a metal wire thru it to assure it is clear.breather is near the nose cone, on top.

I am guessing that is wind-driven splash from a flywheel seal leak.

What does it smell like? How thick it is? Compare to your dipstick.

Motor out, case covered in oil. I was able to pull the output shaft seal by hand. With the seal out I can see into the trans, should there be a bearing there?
With the seal out the shaft has movement from side to side and up and down.
Any parts list and cross section for this area.

There's no bearing behind the input shaft seal, the exposedpart is supported by the needle bearing in the gland nut (holding the flywheel on). Your shaft looks like it could use a very light coat of grease, put a small blob in the gland nut while you're at it.
