It seems to me the only thing the thermostat does is control the ring
The car is an early 1960. Stock except for the kit.
Your thoughts?

Control ring only. Hmm, all the Okrasa kits we have seen has the balance tube to the rear of the fan shroud (rear as in closer to the rear bumper), where it does not interfere with the ring.

Personally would redesign the balance tube (if on the front of shroud) so the thermostatically controlled ring can operate.

Maybe you installed the intake manifolds on the wrong sides?

The linkage your showing looks like the Wolfsburg linkage. The CSP linkage runs under the generator where your balance tube is

How warm? I've come home after a drive in 70 degree weather and found the thermostat and ring only half way open.

Strange that the kit instructions would say to intentionally remove the thermostat air ring. There is no functional reason why the balance tube needs to be run in a straight line, you could divert it up or around or as mentioned previously perhaps switch the manifolds and run in on the rear side of the fan shroud if they fit that way.

But in answer to your question, yes the thermostat only controls the air ring so if you remove the ring then the other parts are not needed.
