That's it. Ever seen someone choke? It doesn't happen much but when it does it's nice to have someone around who can clear it.
Malpractice insurance is so expensive because of guys in the story. He didn't ask for the scar. He was given one. He was upset about it. So he sues.

My girlfriend is a nurse,
she told me if she sees someone who needs medical help on the street
she is very hesitant to help just in case she'll get sued for this exact reason,
me, a bike mechanic with no medical training would not hesitate to save anyone, if i could.

God forbid she is ever in a predicament where she need First Aid.

Yeah but come on, a tracheotomy? Talk about overreaction.
Did he try the Heimlich first before resorting to that? If so and you just left that part out, I can see things a bit more reasonably.

He's the doctor, I am sure he thought what course of action to take in order to save (an ungratefull *ss) life, Some of us are more willing to help than others.
