I zoomed in on this picture and can see he is a Petty Officer Second Class, but the rating insignia is obscured. The first two guesses that pop into mind are Quartermaster and Machine Accountant. The ribbon on the bottom row, view left, is the National Defense. The middle bottom is a Vietnam era award, but I can't discern it when comparing to the ribbon charts. The others are difficult to see as well. Judging by the lower left sleeve, he doesn't have the good conduct award. He either: A) made E5 in under four years, or B) was a naughty boy.
Either way, that's a cool picture of the era.
