My 64 Kombi had the plate mounted directly to the engine lid. Lid was 65 or newer anyway. The holes were not centered and one was 1/4" higher than the other so I welded them in.

I would like to put an offset bracket but see many sizes. Is there a preferred bracket for a 64 from VW or were they just random?

Found this pic for an older lid. Was there a standard hole placement for the offset bracket?

It was definitely a dealer thing and that's why you saw "random" holes in your lid.

The picture above looks like many I have seen where the license plate is raised off of the lid.
2 narrow holes in the center.

Probably the most standard one used for rear Bus and Ghia is the lower one in this image.

Glad to help!

Our 1962 SO-34 Tourist Delivery had the plate bolted directly to the lid also.
Changing to the same bracket so we can more easily add/wire in accessory yellow turn/brake signals to each side of the plate.
