How to paint the mirror arms and hardware... Paint arm assembled on door? Paint arm, door and hinge separately?

The nut, lock and plastic washers should be painted?

I have looked at photos but cant tell. Some hardware looks painted and some not. Could it be that the drivers side is painted and passenger was not as it was an option?

For at least N. America the bus would come with driver side mirror only, and the head would have been in a box up in the front seat area with some of the other parts that would be installed at the dealership. So the mirror arm would be loosely in the driver hinge. Pretty sure the mirror arm nut and lock washer would be part of the pieces installed at the dealership, so they would not be painted.
