does any know what the spring loaded hinges under a thing rear seat are for ?

Holds the seat backs upright. When you fold the seats in cargo mode they are not used.

I put the seat up and down and see no use for the springs or the 2 small hooks on the sides of the 4 hinges..

The little hooks are were the springs hook to have tension. Your seat will rattle without this setup. This is what the seat back should be latching into. If you are only latched in the rear the seat will swivel and the back will lay to the back.
