It runs. You will need an adapter plate to put the bug into a bus.

I think a 40hp is light enough that it will not need the adapter maybe?
to fit the 73 westy

How do you plan on mounting it without the (or a) adapter plate?

Going into a 73. Bug Guys have been hanging engines off 002's for years. Should not be a problem, as long as your trans has the two mounting ears on the belhousing.
If the Trans has the 68-73 5:37 ring and pinion (R&P) the gearing will work.
But if it is the later 74-79 4:86 R&P the gears will be a little tall for the 40hp.
