My speedometer reads 10 mph faster than I am going at all speeds. Do I have to reclock speedo? If so, Is it easy to change needle placement?

I can't help you fix it. I've tried fixing my 81 scirocco speedo: bounced, read too fast, odometer and tripometer stopped. I worked on it several times, PIA, and if you're not carefull you'll damage the plastic ribbon wires that power the cluster and more. A lot of different tries that never worked for very long. Best thing I did was replace the little bulbs with LED's and change the tiny voltage regulator while the cluster was out.

If you're awesome at fixing stuff you may pull it off, but every time you take that cluster out is risk for breaking something new. VW didn't plan on those things lasting this long.

I threw in the towel when someone gave me an old tomtom gps (3x3.5"), and found out that it fit in the speedo hole. Added a little rubber so it sticks in place. Not the best for a speed readout, but it works and has some other features.

There are 2 or 3 diff gears for the end of speedo cable in the trans, you could poss have the wrong one. And what size tires?

https://forums.vwvortex.com/showthread.php?4104081-MK1-Speedometer-adjustment

My older vw's all read too fast, 80 dasher would peg the needle over 65. It's pretty common that these things read too fast, Maybe the spring wears out in the magnet/spring mechanism.

Very common the odometers just stop working all together. I reglued the gears for my odometer twice to get it working, month later on it started making a weird clicking noise and I had to disconnect the cable.

The OP indicated it's 10mph off in all speeds. Because of that statement, it could not be gearing or tire size.

From my understanding from other Forums, the odometer is working correctly.
