Sept. 23 2018 "Jay Leno's Garage" has a "1979" German-market standard Beetle police car from the city of Wuerzburg, State of Bavaria.
Image may have been reduced in size. Click image to view fullscreen.

Many inconsistent or incorrect information provided between Mr. Leno and owner Mr. Feresten, completely aside from the incorrect pronunciation of Polizei (police) which has been well noted in the comments.
-Spike says the car came from the city of Wuerzburg, located in the northern part of Bavaria. The first "u" has an umlaut which is pronounced differently than without one. The way he pronounces the city- without the umlaut- can sound somewhat like Wolfsburg which is way to the north and in another state.
-Engine is not dual-port, therefore would still be a 1200cc with 34hp (DIN) or 40hp (SAE). Base engine, therefore front drum brakes.
-IMO the car was still a '78 model year, built in Emden Germany because of the body side trim and hubcaps. Last model year of std. Beetle production in Germany. A '79 would've come from Mexico and not have the side trim nor hubcaps.
-Light grey door panels with tan seats? Hmm- probably not factory original configuration.
-Rear fog light would be bright because it uses the same 21W bulb as a brake light.

"Buddy" (2003) is a Norwegian film concerning three guys who live together. Two of them work for a billboard company and put new billboard posters up.
To accomplish this they have (1.) a ladder, and (2.) a ratty, early (1980?) T25, single cab, aircooled, VW truck. They do not treat that truck with respect.

Movie is available from the DVD side of Netflix.

Mentioned a few times already, including way back in 2004: Karmann Ghia as one of the race cars in "Death Race 2000" from 1975. Egads- it appears to be a low-light!

I happened to catch the movie version of The A-Team (2010) on TV a couple of days ago.

During one scene in a warehouse there is the remains of a Beetle.

I was just watching a film called Bye Bye Braverman (1968), where the four principle characters, including actors George Segal and Jack Warden, were driving around in a red '67 Beetle.

^^ "Dukes of Hazzard"? Here's Boss Hogg again, in the back seat of his nephew Hughie's Beetle. Whereby uncle Boss drives a white Cadillac convertible with large steer horns on the hood, Hughie has a white Beetle with smaller hood horns.

Season 3, episode 7. Appears to be a '71 Standard Beetle sedan with the roof cut off, B pillars and windshield header covered over. Here he's avoiding the General Lee Dodge Charger driven by the Duke boys, Sheriff Enos in the white Dodge police cruiser trapped in a narrow culvert pipe which the Beetle just passed through, and Uncle Jesse Duke in the pickup.

I believe you are correct on both counts.
