Below the spring plate.
Does rest on the stop at full droop.
It is on the inside of my 3x3 arms.

It's fine for the spring plates to be on the stops with the car in the air, but you never want them on the stops when the car is on the ground (on or off road vehicle). Generally you want to have any part (front or back) of a suspension arm approximately 1/4 of the total suspension travel away from the stops. This is called static sag, and will give you the best overall ride quality. Unless you want a constant metal to metal banging as you go over bumps. However, don't take my word for it, ask any suspension guru (road or off road) and you will get the same answer.
