How can you tell what pre-focus headlamp assemblies will have the smaller parking light within the reflector? (Cause you can't tell when the unit is assembled.) One type it is within the reflector next to the center main bulb, and another style is at the bottom of the can by the 3 drain holes (which I assume is a younger version).

Here's a unit listed for the 1300 style car. It had the parking bulb at the bottom of the can (near the 3 drain holes).

Euro (rest of world) headlights will have the parking light bulb inside the reflector.

It's possible these are universal-fit assemblies, assuming the buckets are NOS Bosch and not repainted U.S. market Hella buckets.

The date code on the box is "922," which translates to Feb 1979.

Keith Seume's vw book says that from april 1955 US beetles were fitted with headlamps that had clear outer glass and a parking light (the bulb at the bottom of the can).

Good info, thank you.

So if we fast forward to 1960, a Euro model Bug would still have the "city" or "position" light bulb (what I've been told that small bulb is referred to across the pond) still resides within the reflector. Yes?

yes, in the UK we would call them sidelights, I don't think we ever had the US style over here until the 80s - 90s cal-look trend of removing the wing-top indicators and using the parking lights as indicators.
