Bus is a 1970. I’m struggling to get the pedal to spring back up and the throttle is sometimes staying open because of it. The linkage is pretty worn but I wanted to know if the 1970 models had a spring on the pedal like the later models as I’m missing that...

All models to 1976 have the spring 211723549A. But this is only a small spring.
So also the carburetor (springs) and the throttle cable should be ok.
BTW: the screw at the bottom of the gas pedal is also not original
Original is 211721629 a pin fixed in the middle by the spring above.
And what's about some rubber like 211721621 to stop the rust issues at your gas pedal

Yeah, that rust is likely part of the issue.
That RHD system has so many extra parts a little drag here and some binding there will all add up, remove it all and clean/lube everything that moves, it can't make it worse.

Look at your pivot bolt on the pedal. Push spring down the list of priorities. _________________ .ssS! |

Your pedal is bent and the stopper at the top of the pedal is also bent straight outward too, instead of being at a 90-degree angle - see diagram for example.
The stopper being bent usually means the linkage underneath is messed up.
Someone had to bend that to get full pedal travel.
If everything is in good order, you don't need to do that.
Not bent (different year but same idea)

It looks like your RHD accelerator setup is different from mine, but I'll include pix just for documentation. Mine is like the middle right setup in BusDaddy's post:
The accelerator pedal itself is special, with an extra tab on it:
And the linkage is supported by two plates bolted together:
