Need some help figuring out what these holes are for?

Ok folks so I think these holes are for a license plate holder bracket but all of the ones I've seen have the holes side by side not one over the other. Do the make another style bracket? These holes look to be factory but I could be wrong. Any help is greatly appreciated!

I believe they're the mount point for a later year model's thermostat used to open flaps behind the license plate light to help draw more outside (cooling) air to the engine. But I may be wrong! What's the inside look like?

Look under the license light hood. You can see a rectangular corner at each side (for the vent).

It is the mount for the thermostat to open the vents which appear to be missing from your photo.

Okay, I'll be the first one to admit I thought this reply was complete sarcasm until I saw the classified ad and photo of the whole setup.

That is why the discussions about getting more air into the engine compartment esp when moving up on displacement with larger carbs which demand more air are very important.
