that right there is what you call a PO DIY WTF. a vacuum cap goes on it, or fill it with RTV

Was that hose plugged into it? Maybe for a vacuum or boost gauge. It was definitely added.

one side appears plugged into carb the other side appears to have been plugged in for boost pressure?

IF you are not running a turbo (boost) or EFI (MAP) it is probably useless and needs to be plugged.....
