Would a shortened buggy classify as a kei car?

Hi guys. As some of you may know, the kei car is Japan’s classification for the smallest cars legally on the road and some buggies fit into this classification. Namely, being Maximum 11’2” long, 4’10” wide, and having at or less than a 660cc (40.3 cu in) and 63hp. Would a buggy, imported into Japan that fit these requirements, be a kei car and be subject to the tax cuts and special privileges allowed to kei cars?

I believe they are too wide and the motor is much larger than 660cc.

There was a buggy made in Tucson in the 70s by Bill Cheesbourg https://en.wikipedia.org/wiki/Bill_Cheesbourg called the Cheezburger which was based on the Subaru 360 Sambar truck. They show up now and then, I got that body for $100 and a drive to Tucson and back

I'm sure a person could cut down a buggy body, build a small chassis and put a Honda Z600 drivetrain and suspension in it

It's only fiberglass and steel. Anything is possible. Car is 11' 8" from nose to end of aluminum side panels (could be shorter) and has a track front and back of 45" (3'9").

Engine could be a modified 1200cc with 2 cylinders blocked off

Kei cars are factory built to the Keijidosha regulations. The buggy wouldn't qualify for Kei classification.

The ultralight aircraft guys cut down VW engines to 2 cylinders. That would make a 1300 into a 650cc.

I have heard there are financial benefits but what special privileges do they enjoy?
