hi hadnt driven my 02 in about 10 days, went out and started it and the steering wheel would not turn easily. I popped the hood and fluid was bubbling out the pin hole in the reservoir cap.

It is about 28 degrees out

I turned the wheel and it was spraying up. I took the cap off and the bottom of the spongy filter was frozen. I melted that frozen bit, topped off the fluid w the vw specific fluid and it seems fine

Can anyone tell me if it it is safe to drive and what is wrong?
