I can see where oil/grease has come out of the steering box over the decades. How can I refill it and with what? Are the small plastic plugs replaceable?

There is a plastic plug in the top of the box you need to remove. I have just used a #1 moly grease. Your choice might depend on what is in there now as there is a lot of advice out there saying you shouldn't mix various greases and oils. That said, a dozen plus years back the steering box in my Transporter began to leak out the oil it was filled with and as an expedited measure I added grease to the box a couple of times over a two or three year period. Since then the box has not leaked at all.

Don't know what "grease" VW used from the factory, likely what we might call a gear oil, but TRW fills their replacement boxes with what we refer to as grease.

I use this great British Millers Oils 5529JJ Classic Worm Steering Box Oil
I have to use a turkey baster to put it in in the California summer. In the summer it runs like molasses in the cold Detroit winter time.
BTW, when you pull the press fit plastic plug out it may break apart on you, and into the gearbox. I found that the plastic plugs they ship with the Master brake cylinder fits well.
