Shortening the front beam is far easier than welding on a new frame head. There are 2 layers of metal in the front and separating them is about a half days work. Narrowing a beam, you can cut and install it in the same amount of time.

What tubes are rotten on the shortened pan?

clutch tube. throttle tube
looks like the only thing good is the brake cable tubes

Replacing, or adding, a clutch tube is not difficult at all. I haven't done a throttle tube, but it seems once you have access for the clutch tube, the other is right next to it. Only takes me a couple of hours to do a clutch tube.
