This is taken in February 1949, the KdF style long connectors for spark plugs are still there.

I am curious about the apparatus, including what is in his right hand. There appears to be movement, perhaps a flywheel of some kind in the "front" of the engine, too. Any ideas?

Forgive my ignorance but is that a manual thermostat handle on the shroud?

The engine is still on the assembly conveyor, could it be just a hanger to pick up the engine from the conveyor to move to transmission?

Yes, it's a lifting rig.
It was discussed at length in the bus forum years ago, it hooks in the hole on top seam of the case between the flywheel flange and shroud and the part in his hand rests against the back face of the shroud. Once you know what to look for you'll see them in use in many factory photos throughout the aircooled era.

yes it is, with markings for summer and below freezing (winter), used until replaced with the automatic system in may 1950.

Manual system removed in early March 1949 (Was in use between late 1947 to March 49) , then the automatic thermostat system taken in use in May 1950. That must be result of too many overheated engines with the manual system, they had to remove it, and it took over a year to get the thermostat in use.
