Good points, although I'm not sure individual parts have ever been considered for mileage. What it may come down to is:
1) What does the DMV record say for this car (I know, I know, with this age, largely inaccurate or unreliable)?
2) How many miles on the engine?
3) How many miles on the body?

It sounds like what folks here are saying is "match the odometer if it's important to you (or it is an original car)" or "zero the odometer if it doesn't matter".

Was there a point in which Beetles came with tamper-resistant odometers?

FWIW, my insurance company told me flat out that they don't care for the adding of the known extra 200,000 miles if the odometer only reads up to 5 digits! Confused

Tried that once since I personally have turned it over twice. They said just give us what you can read on it! Laughing
