78 Super Beetle fuel injection no start

I have a 78 super beetle that I'm not sure where to find technical and troubleshooting information for. What I'm experiencing is a no start due to fuel delivery (starts with starting fluid). I checked the double relay for 12 volts while cranking and I have 12 volts going to the pump and the pump works. Any help is greatly appreciated and thank you.

You'll find troubleshooting guides and manuals for L-jet here: https://www.thesamba.com/vw/archives/manuals/fuelinjection.php , your problem could be caused by the single white ECU wire not being connected to the #1 (-) coil terminal, a problem with the resistor pack or stuck injectors if it has been sitting.

And of course I must offer the required advice for any new to you FI car, replace every single fuel line with SAE J-30R9 (or higher) rated hose immediately. Also do a smoke test to find any tiny vacuum leaks, L-jet can't handle even the smallest one.
