So, it sounds like the consensus is chromed, and then painted L91 Chrome Silver on the inside of the bumper (for Deluxe Beetles).

I'm planning on using the Wolfsburg West rattle can on the back - or would that be a poor outside paint, even with a good prep?

WW Chrome in the rattle can has luster to it which is perfect for the mounting brackets, but the back of the bumpers are a dull finish. Unless you are going for Pebble Beach quality resto or a nutty purist, most won't notice the sheen. The WW paint is fine for outside use.
