Why don’t these turn signals work?
It’s the grounds at one or more of the corner indicator lights.

The turn signal function on my 1990 Vanagon has failed:

Symptoms
- move the turn signal stalk to either right or left and the idiot light flashes as expected and the turn signal relay clicks as normal
- unfortunately, all four corners light as if the four-way flasher switch has been turned on (the four-way flasher works just as expected)
- furthermore, if I step on the brake pedal while the turn signal is turned on (right or left) all four indicators stop flashing and remain lit
- i.e. with the turn signal stalk switched to right or left, all for indicators flash; step on the brakes and all four corners stop flashing and remain lit.

I’ve swapped the relay with the same results.

What’s wrong: grounds? Turn signal switch worn in some way? Something else?

My vote is incorrect voltage.

Sounds like typical VW bad ground syndrome............

The tail lights ground in the engine compartment, left side, general area of the coil.

Keep in mind that the turn signal wiring is routed through the flasher/hazard switch, which can cause problems if the switch goes bad.
