Mystery VIN for 1970 VW

I'm sorting through a lot of old Volkswagens that haven't been on the road in over 25 years, all in various states of decay, nothing worth saving. Some with paperwork, some without. Part of the task is matching the paperwork to the cars.

One of the PA titles has a VIN 3602271993 as a 1970 Volkswagen Coupe, issued in 2002.

What on earth is this? Type III is 315, bug would be 110, bus is 215, Ghia is 145.

Could this be a kit car or a special state issued VIN for a manx/buggy?

"36X" would be a squareback.
"0" would be 1970.

Type 3 notchback and fastback starts with 31 (as with other VWs of the time, third digit is model year)
Type 3 squareback starts with 36
Type 3 Karmann Ghia starts with 34

So yes a VIN starting with 360 would be a 1970 Type 3 Squareback.

Additionally, not all Beetles start with 11. Super Beetles from '73 on start with 13. Karmann Ghias are 14. Convertible Beetles are 15.

Same thing with Type 2, there are many models - they don't all start with 21.
