First, I will say that I have no idea.
Internet translator gets Intake & Exhaust, so maybe some kind of cam tool.
This EBay seller also has no idea what it is:

Looks like it would attach to a watercooled 8v head using the valve cover stud holes and hold the camshaft down when you put the bearing caps on.

Sounds like a sorta plausible application but I’d further the theory with it being a simple way to temporarily push the cam down to measure, install valve shims & remeasure without having to reinstall the cam caps in between.

Perhaps this was before the lifter depressing tool.

Ansaug means suction. Auspuffseite means exhaust side. Could this be some sort of turbo charger puller/tool? A wild guess.

this is correct. i have Nov 1990 VW and Nov 1990 Audi tools microfiches, and they both show it and say:

Camshaft installation tool
For preloading camshaft in conjunction with removal and installation
Pre 78 (i think it says 78, it's very difficult to read. might be 79)
Discontinued

since it was listed as discontinued, it does not show up in the vehicle application charts on the fiches. Perhaps someone with early water cooled service manuals could reference it.

Tool number is 10-200

10-XXXX tools are almost always (maybe always) for water cooled application.

The measurements are 115mm (stud to stud) across,

and 125mm (stud to stud) down

You would use that tool to press on the overhead cam so that you can install or uninstall a cam bearing cap?
