Can an IRS typ 1 transmission be made to fit a typ 3?

Yes, but you need a typ3 hockey stick and nose cone for the year of the car.
I have a 73 T-1 IRS trans in my 65 Notch that's been converted to IRS (using 70 IRS parts).
