What is the best way to remove surface rust from VW fenders? I have seen lots of videos of people using vinegar, acids, coke, etc. They are too big to put in a bath, so whatever solution is going to have to be a spray on (perhaps some plastic wrap to keep it from running off).

Naval Jelly.

Home Depot sells it in the paint department. Get a couple disposable brushes, too!

Metal prep. Can buy by the gallon. Put some paper towels on it and keep it wet. Pitted rust I soak, wire brush, soak and sometimes use a pick. Get all the black off. Its converted rust, rust underneath still.
