I'd start with 16 amps, many other cars with electric chokes use 15-16 amp fuses for that circuit.

Wow. That looks like it’s been arcing for a long time and the little “spikes” are providing more and better paths for the arcs the more time that passes. The charring on the outside piece is pretty much a dead giveaway of it. toss it and get another.
