91 Vanagon Turn Signal Indicator Light

Any ideas about why the green dash light comes on with the emergency flasher and not with the turn signals? Terminal 10 on the T-14 plug is flashing with both with a test light.

Turn signal lever itself? Both left and right do not light up via lever?
