Does anyone know what these two studs are and the hole is for one on each side. Is there something missing here? 73 super.

"Z" bar mounting studs. On US models, the "Z" bar was installed on 67-68 beetles.
For whatever reason VW didn't delete those studs after the discontinuation of the "Z" bar.
