I am am having a major idling problem. 1987 2.1 When I start the motor it idles about 1100, but when I step on the gas it stays idling at 2500. If I hit the throttle quick I can get it to come down. But as soon as I press on the gas it stays at 2500 again.
The only thing that has changes is—. My rack and pinion was leaking and I was afraid I would blow the pump, so I removed the belt. Would that cause the problem?? I know there’s a vacuum to it?

Is you linkage jammed or sticky?
It may be as simple a repair as oil.

The PS belt shouldn't affect idle speed though it dies gave an idle speed boost circuit. Without the pump running it shouldn't cone into play.

A worn throttle body will stick too.

Linkage is good, new cable 2 months ago.
Just seems like a coincidence, started after I removed the belt??

Put the belt back on, see what happens.

Ok I put the power steering belt back on. Unfortunately it is still idling at 2k or so and now I can’t kick it off by hitting the throttle quick.
I unplugged the Idle control box behind the taillights and it idles fine. I am not sure what that proves???? Anyone??
Just as a not, ran great just the other day, no problems. Also the power steering pump is winning because of no fluid, that is why I took off the belt. Fluid just runs out both ends of the steering rack. Only thing I have done.

Plug everything back in, turn on the key, don't start it.

The idle control valve should be buzzing audibly.

If it is, turn off key, remove valve and clean it with carb cleaner.

If it isn't buzzing, you need to figure out why.

Behind the tail light is the relay that controls the valve.

Yes, on top of the engine near the crankcase vent tower. It has a plug into the end and two hose connections at 90° to each other.

It is buzzing, I can hear it . I can also put my hand on it and feel it working.
Once again, I unplug the idle control unit behind the taillight and idles great when warm.
Driving me crazy!

I plugged the idle control unit back in and it went back to 2200 to 2500rpms, when warm. So this time I unplugged the idle control valve on top of motor, once again it idles great. Stumped???

No, I did not. I can try that next.
I did plug both of the small vacuum lines that go to the gas tank breather, just to see if that made a difference. It did not.

I'm not saying that cleaning it will solve your problem, but it is quick, easy and cheap thing to do.

Is it possible that it is a vacuum leak???? Would the problem go away if I unplug the idle valve?

Only if the Valve is sticking open when it shouldn't.

Honestly I'm guessing the control relay or damaged input to the relay.

I took the idle valve off today and cleaned it real good.
If I put a screwdriver in the side and move the piston up and down, the travel is about a 1/4 inch. So I plugged it back in and turned the ignition on to see if the piston would move with power to it and it does. But it only travels maybe an 1/8 or 1/16 of an inch? Is that normal?

I put everything back together, still idling at 2500 RPMs when warm.
I even checked the idle switch on the throttlebody with a meter. Definitely closed in the idle position and opens up when you touch the gas.
