Trying to get the blinker light in the dash to blink...

On the picture is the holder for the light, blinker light goes in the middle, currently removed. Unless I'm missing something the post bellow seems to be the ground wire but instead of it being grounded nearby, the cable disappears into the wiring harness.

Where is this ground wire grounded at? I'm not getting ground at the post, I need to clean the connection wherever it is it goes to get grounded.

The bottom should go to fuse box. The ground is the middle of the bulb on all of them.

Yes, as Jason stated. Those circuits are switched grounds.

It is grounded through the semaphores. (If it has semaphores)

.....and if there are no semaphores, a pulsed ground is supplied by terminal KBL of the turn signal flasher.
