horn from second hand shop

Picked this up last week for 5$. Does not work. Five of the eight screws are seized but I will get them off eventually.

Back marked variously:

hoch IGM

Made in Germany, Hella

08 17 KA

12Volt AGREE

TP AR 488 510

B31 VW1

12V-tief

I think I got that all correct.

What is it? A common VW horn?

Used on several German cars. Can be repaired. Search for procedure. I bought a pair for a KG that is very similar and have repaired one. Have not started on the other.
