How to remove this steering column?

I'm trying to remove the steering column so I can sand underneath the dash, but when I took out the gas tank to remove it, it looks to me like the nuts are welded or warped. Does this look normal, if so how do I remove it. I can't seem to get my socket around it cause the funky shape.

Probably posted in the wrong forum, but thats OK.
No these look normal to me. Looks to me like somebody put two washers under the nuts, and the larger (soft) washers have warped under the strain. If you can't get a socket over it right, then use a wrench.

might have lock tabs on the nut and bolt like this pic
