After long discussions, the Federal Council of the German Reich decided to combine the existing vehicle identification systems. The compromise was such that the small federal states kept their distinguishing marks and the large federal states put a Roman numeral (I Prussia, II Bavaria, III Württemberg, IV Baden, V Hesse and VI Alsace-Lorraine) in front of their distinguishing marks. Only Saxony refused and kept the Roman numerals IV without any letters. The distinctive sign KG was intended for Saxony-Coburg in 1906 , but was never used. The changes up to 1945 reflect the German history of those years very well.
