Completely clogged heat riser. I hear that also can cause hesitation.

I suppose you could use rust converter on the fan. Personally I wouldn't touch it.
The generator pulley normally will pull off without too much effort. If it's stubborn spray a bit of blaster on the top of the pulley shaft and let is work for a bit then take a coupe of flat blade screwdrivers, wedge them between the pulley and the generator at the 3 & 9 o'clock positions and gently pry. you should be able to shimmy it off. Be careful not to loose the little woodruff key.
I would not paint the oil cooler.
The manifold will look great with a fresh coat of grey paint.
I'll be watching your work as I am just getting ready to do some engine room house keeping on Joan.

I had looked at that site for a vintage 12 volt application

I would leave the oil cooler alone if it’s not leaking.
I would wire wheel the fan and paint it because why not?

This is how I did that

The fan should lift right off with the nut released. Try tapping the shaft with a mallet and a wood block between. Support the fan on your vice with some wood. Tap firmly.
