So my eurovan had started idling around 800 rpm on startup, randomly, in cold and not so cold weather. There's sometimes a bit of a rough idle, but it doesn't last long. When it warms up it hunts a bit around 600-650. It used to idle at around 1200 for about 5 minutes before dropping down to normal idle. It's not every time now, but at least half the time. It's this normal behavior? It only seemed to start doing it when it got chilly out.

Instead of using an air pump to burn the cold start fuel , VW changes the valve timing to make a fast idle. That action is temperature dependent

Not sure what you meant to say here but there is no variable valve timing (at least on the 5 cyl). You perhaps meant ignition timing? The fuel mix would also be richer at startup.. The 95 does include an air pump you mention but it’s for startup emissions and doesn’t effect fuelling as far as I know.

I would suspect temp sensor, may even just have corroded contactS. If you can find someone with a diagnostic tool you can check values to see if they correspond to reality.
