That’s what I bought it for (and why I thought it was crazy that such a thing would still exist).
Oddly, though, it seems ours is thinner:

Now I’m torn between leaving it alone (and risking hitting the fan) or replacing it (and risking insufficient warm up).

It's weird because I've had a ton of throttle rings with intact rubber pieces and ALL of them were thick. Or missing. Maybe the thinner ones disappeared easier when old. |
hazetguy theorized the thick one was a normal dealer replacement for the thin one though
The thin one is the same as the rubber plugs for a later Beetle rear apron and I believe it's also a common "license plate hole plug" they have at an Ace hardware store.
