its a rubber plug/bump stop.
VW used them for gas doors, glove boxes....throttle rings.... Smile

It looks like the stopper for the warm-up air control ring on the back of the shroud.

I think that's the only place with this particular size but would be interested to know if there are other duplicate uses

That’s what I bought it for (and why I thought it was crazy that such a thing would still exist).

Oddly, though, it seems ours is thinner:

It's weird because I've had a ton of throttle rings with intact rubber pieces and ALL of them were thick. Or missing. Maybe the thinner ones disappeared easier when old.

hazetguy theorized the thick one was a normal dealer replacement for the thin one though

The thin one is the same as the rubber plugs for a later Beetle rear apron and I believe it's also a common "license plate hole plug" they have at an Ace hardware store.

So the stop that is in there seems quite serviceable so let’s see what happens when I install it og.
