"Hella 11" rubber seal for split bus?

Been trying to work out what this is for?

It's not quite round, it's 9cm x 9.5cm.

Any help gratefully received.

Looks too round for front turn signal. Those would have a grommet built into them if memory serves correctly. Might be for the rear side fender reflectors for 1968-69 Ghia. The "11" is most likely the mold number, as in the 11th of 12 or more molds to be used during production. Having a number meant it was easy to ID which mold was too worn or damaged and needed repair or replacement when seals were inspected.

I'm going with a seal for the back of a horn. The 2 largers holes are for the mounting, the 2 smaller holes for the wire connections and the hole in the center for tone adjustment.
