Is this a jet engine starter, holding tank pumpout, or fuel transfer or what?

Jet/turbine engine air starter unit, not many in use today, but early turbines all needed them to get spooled up.
Simplified explanation here: https://aviationlearnings.com/what-is-an-aircraft-air-start-unit-asu/
