What is this mystery plastic piece ('95 Eurovan Winnebago)

What is this mystery plastic piece I found in the coach battery compartment of my '95 Eurovan Winnebago conversion?

It looks like it snaps into place somewhere, and there's a removable metal clip snapped into one side.

It was loose in the coach battery compartment with the lug nut wrench, the jack, and a set of jumper cables.

It's the holder for your scissor jack

That metal piece is a hubcap removal tool.

The OEM lug wrench fits inside one section, and if you find a screwdriver with a reversible Philips/slotted head, it also fits into another section. I've never been able to figure out exactly how it's supposed to fit into the coach battery compartment, aside from loose. I suppose it would have fit into one of the VW produced models backend compartment, but once VW modified things whatever storage design element that was build into this little piece was eliminated.
