Looks like a measuring wheel. Counter mounted on the axle.

Sorry about that, I was just not paying attention. There was a lot to weed out from those photos, and amongst those photos was this battery shot, might go along with that mistakenly placed image.

Tempe AZ around 1982... I'm holding our Miniature Schnauzer in front of our '67 walk-through SO42. Used to camp around Payson and along the Mogollon Rim. Notice there are no wipers... I don't remember much of a need for them in the Phoenix area....
