Is there a Rack and Pinion system for a ball joint front end. If not, can i switch to a king pin front but still use my 4 lug hubs and drums so i can use my wheels?

The rack & pinion steering box that are available will fit either a ball joint or link pin front end.
Are you looking for a cheap rack or something that will hold up to off road abuse?

I was looking at the rack in my Sister's 1990 Pontiac Grand am, It uses center mount steering arms so that would help with bump steer and the steering input is on the left side. It is a power steering rack but on the front end of a VW or rail it probably wouldn't matter.

I would look at an MGB rack, and a 79 - 93 Mustang rack
